Rural Growth Management Visioning

Population and employment growth is directed to Settlement Areas, where the creation of attractive, vibrant, complete, healthy communities can be supported by a range and mix of land uses, public service facilities and infrastructure. Secondary Plans articulate a vision of traditional small-town mixed-use development that is oriented to the pedestrian scale.

Provincial & County Policy

The Provincial Policy Statement (PPS), Growth Plan for the Greater Golden Horseshoe, and the County of Simcoe Official Plan Policies provide direction on specific issues. The Township Official Plan policies must conform to the PPS and County Official Plan.

Direct Growth to Settlement Areas

Growth is directed towards settlement areas, especially those with municipal water and wastewater systems, with a focus towards built-up areas, strategic growth areas and areas with public service facilities.

The expansion of a settlement area boundary is allowed only at the time of a municipal comprehensive review that meets provincial requirements (i.e. upper-tier MCR).


Identify appropriate locations and promote opportunities for intensification and redevelopment, and identify where this can be accommodated, taking into account existing building stock and the availability of suitable infrastructure and public service facilities.

Promote development standards which facilitate intensification, redevelopment and compact form, while avoiding or mitigating risks to public health and safety.

New development is to have a compact form and a mix of uses and densities that allow for the efficient use of land, infrastructure and public service facilities.

Rural Areas

Development outside of settlement areas may be permitted for the management or use of resources, or resource-based recreational uses that are in keeping with the scale and character of the resource.

Current Township Policies

The Province and County have established growth and intensification targets for the Township. The population projection for the year 2031 is 27,000 and the employment projection is 6,000. New greenfield development in the Township must meet a density of 32 residents and jobs/ha. 20% of new residential growth must occur in existing built-up areas. Section C3 of the current Official Plan contains policies regarding Rural Settlement Areas. Current Official Plan policies:

  • Identify Settlement Areas (Hawkestone, Craighurst, Horseshoe Valley Resort, Warminster, Sugarbush, Shanty Bay, Moonstone, Oro Station, Jarratt, East Oro, Rugby, Edgar, Guthrie, Forest Home, and Price’s Corners) and state that enough land has been designated for development in Settlement Areas. Expansions to the Rural Settlement Area designation may only be considered during an Official Plan Review.

  • Identify permitted uses, such as low density residential uses, institutional uses, and small scale commercial uses that serve the needs of the settlement area and surrounding rural area.

  • Identify servicing requirements in Settlement Areas, distinguishing between areas where municipal servicing is preferred and where individual privately-owned systems should be used. Servicing outside Settlement Areas requires consideration of private communal services.

New and revised Official Plan policies will direct the majority of growth to settlement areas, and limited growth (e.g. infill and redevelopment) in rural areas, to support creation of complete communities and viable rural areas. In updating the Official Plan, the Township may enhance and exceed upper-tier growth policies, but the Township must meet the minimum requirements set out by the Province and County.

What changes would you like to see?

Province has provided forecasts for population and employment growth to the years 2031 and 2041, and this forecasted growth needs to be managed to ensure efficient use of infrastructure and support development of complete, healthy communities. The province generally directs growth to areas where municipal servicing and public service facilities are available; however, not all of the settlement areas in the Township have full municipal servicing nor public service facilities. Currently, the County’s Official Plan provides population and employment forecasts to the year 2031, as well as policies for growth management, including intensification and density targets. The County of Simcoe’s upcoming municipal comprehensive review (MCR) and updated Official Plan will also have implications for future allocations of growth and servicing in the Township.
