The provision of infrastructure and public service facilities in an efficient and economical way is a key consideration for growth and development.
It is a goal of the Province to direct growth to areas with suitable infrastructure and public service facilities and to provide for a coordinated approach to land use and infrastructure planning.
Provincial & County Policy
The Provincial Policy Statement (PPS) and the County of Simcoe Official Plan Policies provide direction on specific issues. The Township Official Plan policies must conform to the PPS and County Official Plan, which set out the following policies:
Provincial policy provides that public service facilities should be co-located in community hubs that are broadly accessible. Community hubs serve as central access points to co-located health, cultural, social, recreational, or other resources, and the province has identified many examples through its Community Mapper tool and Community Hubs Resource Network, available online. Community facilities should be located in settlement areas. Existing facilities that are accessible by active transportation or transit should be the preferred location for community hubs. In Oro-Medonte, a community hub might include, for example, daycare facilities alongside an elementary school, which also serves recreational needs.
Before consideration is given for new infrastructure and public service facilities, the use of existing infrastructure should be optimized and opportunities for adaptive re-use should be considered.
Green Infrastructure & Energy
Infrastructure, electricity generation/transmission/distribution facilities and public service facilities should be provided in a co-ordinated manner, while considering the impacts of climate change on infrastructure resilience. Green infrastructure should be promoted to compliment infrastructure.
Water, Wastewater, and Stormwater
Municipal water and wastewater systems and private communal water and wastewater systems will be planned and constructed to optimize existing infrastructure. Municipalities will develop stormwater master plans for serviced settlement areas that are informed by watershed planning, and proposals for large-scale development will be supported by a stormwater management plan.

Current Township Policies
It is a goal of the Township to identify the preferred means of servicing in settlement areas, and to ensure that all servicing options are considered when major new development is proposed.
Section A5 of the Current Official Plan contains policies for the Servicing Strategy, section C17 contains policies for the Oro Centre Secondary Plan area (such as sewer/water, transportation and stormwater management) and section C18 contains policies for the Craighurst Secondary Plan area (including infrastructure and servicing). Current Official Plan policies provide:
That municipal water and sewage systems or communal systems are preferred for Hawkestone, Horseshoe Valley Resort, Craighurst and a portion of Shanty Bay. Municipal water systems and private septic systems are preferred for Warminster, Sugarbush, Moonstone, Oro Station and a portion of Shanty Bay. Individual private wells and septic systems service Jarratt, East Oro, Rugby, Edgar, Guthrie, Forest Home and Prices Corners.
Private communal services must be considered when major development (i.e. adult lifestyle community, new mobile home park, campgrounds, recreational uses) outside a settlement area is proposed. Where communal services are proposed, the proponent must enter into a Responsibility Agreement with the Township.
In the Craighurst Secondary Plan area, it is a goal to ensure that all infrastructure will meet the needs of current and future residents and businesses in an efficient, environmentally-sensitive, and cost-effective manner. The Township intends to provide a full range of community uses and public parkland that is accessible and compliments natural heritage features. Schools are intended to serve as a focal point for the surrounding neighbourhood.
What changes would you like to see?
Development of complete communities on full municipal services is a key policy direction outlined by the province in the Growth Plan. The Growth Plan also provides for development on private communal water and wastewater services. Development and land use patterns need to be directed to optimise use of existing infrastructure and avoid uneconomical expansion of infrastructure. Also, the province has provided updated policies regarding establishment of community hubs, which make efficient use of land and infrastructure while providing convenient access to services.
